Conven\u00e7\u00e3o sobre os Direitos da Crian\u00e7a centra-se na disponibilidade e no acesso ao ensino, incluindo o ensino prim\u00e1rio, secund\u00e1rio e superior. Exige que os governos tornem o ensino prim\u00e1rio obrigat\u00f3rio e gratuito para todos (artigo 28.1.a), que incentivem o desenvolvimento de diferentes formas de ensino secund\u00e1rio (artigo 28.1.b), bem como que abordem a frequ\u00eancia escolar e a redu\u00e7\u00e3o das taxas de abandono (artigo 28.1.e) e que assegurem que a disciplina escolar seja administrada de forma consistente com a dignidade humana da crian\u00e7a (artigo 28.2). Com exce\u00e7\u00e3o do artigo 28.2, que d\u00e1 algumas indica\u00e7\u00f5es sobre a forma como a educa\u00e7\u00e3o deve ser ministrada, o artigo 28 visa garantir que todas as crian\u00e7as frequentem a escola e tenham pelo menos o ensino b\u00e1sico (escola prim\u00e1ria). Isto reflectiu-se na Agenda do Mil\u00e9nio e v\u00e1rias das metas do ODS 4 Garantir uma educa\u00e7\u00e3o de qualidade inclusiva e equitativa e promover oportunidades de aprendizagem ao longo da vida para todos, continuam a abranger as quest\u00f5es do artigo 28.<\/p><table><tbody><tr><td width=\"561\"><p><strong>Meta 4.1. <\/strong>At\u00e9 2030, garantir que todas as meninas e meninos concluam o ensino prim\u00e1rio e secund\u00e1rio gratuito, equitativo e de qualidade, que conduza a resultados de aprendizagem relevantes e eficazes<\/p><\/td><\/tr><tr><td width=\"561\"><p><strong>Meta 4.5. <\/strong>At\u00e9 2030, eliminar as disparidades de g\u00e9nero na educa\u00e7\u00e3o e garantir a igualdade de acesso a todos os n\u00edveis de ensino e forma\u00e7\u00e3o profissional para as pessoas vulner\u00e1veis, incluindo as pessoas com defici\u00eancia, os povos ind\u00edgenas e as crian\u00e7as em situa\u00e7\u00f5es vulner\u00e1veis<\/p><\/td><\/tr><tr><td width=\"561\"><p><strong>Meta 4.6. <\/strong>At\u00e9 2030, assegurar que todos os jovens e uma propor\u00e7\u00e3o substancial dos adultos, homens e mulheres, adquiram literacia e numeracia<\/p><\/td><\/tr><\/tbody><\/table><p>\u00a0<\/p><p>O artigo 28.\u00ba foi consagrado na Conven\u00e7\u00e3o sobre os Direitos da Crian\u00e7a e adotado em 1989. No entanto, mais de tr\u00eas d\u00e9cadas depois, muitas crian\u00e7as em todo o mundo n\u00e3o gozam do direito \u00e0 educa\u00e7\u00e3o.<\/p><p>Os dados globais de 2023 mostram que o n\u00famero global de crian\u00e7as que n\u00e3o frequentam a escola aumentou em 6 milh\u00f5es desde 2021 e que n\u00e3o estamos no bom caminho para alcan\u00e7ar os ODS. De facto, os dados mostram que houve pouco ou nenhum progresso em rela\u00e7\u00e3o \u00e0s v\u00e1rias metas do ODS 4, o que \u00e9 uma not\u00edcia muito triste. Este facto revela tamb\u00e9m a falta de interesse e de investimento dos governos em garantir o direito das crian\u00e7as \u00e0 educa\u00e7\u00e3o. A UNESCO refere que o aumento do n\u00famero de crian\u00e7as que n\u00e3o frequentam a escola se deve em grande parte \u00e0 crise da educa\u00e7\u00e3o no Afeganist\u00e3o, mas n\u00e3o s\u00f3. A \u00c1frica Subsariana \u00e9 respons\u00e1vel por cerca de 30% de todas as crian\u00e7as que n\u00e3o frequentam a escola a n\u00edvel mundial. 1 em cada 5 crian\u00e7as africanas, ou seja, 19,7%, n\u00e3o frequenta a escola (1). No que diz respeito aos progressos realizados desde 2015, o Relat\u00f3rio de Monitoriza\u00e7\u00e3o Global da Educa\u00e7\u00e3o 2023 da UNESCO mostra que, entre 2015 e 2021:<\/p><ul><li>\u201c<strong>Fora da escola:<\/strong> A popula\u00e7\u00e3o n\u00e3o escolarizada diminuiu apenas 9 milh\u00f5es, enquanto na \u00c1frica Subsariana aumentou 12 milh\u00f5es. E os novos dados relativos a 2022 mostram que a popula\u00e7\u00e3o n\u00e3o escolarizada aumentou em 2022 para 250 milh\u00f5es, em grande parte devido \u00e0 exclus\u00e3o das raparigas e \u00e0 consequente crise de educa\u00e7\u00e3o no Afeganist\u00e3o.<\/li><li><strong>Conclus\u00e3o da escola:<\/strong> A taxa de conclus\u00e3o aumentou de 85% para 87% no ensino prim\u00e1rio, de 74% para 77% no ensino secund\u00e1rio inferior e de 54% para 59% no ensino secund\u00e1rio superior.<\/li><li><strong>Aprendizagem:<\/strong> O progresso m\u00e9dio observado na leitura no final do ensino prim\u00e1rio foi de apenas 0,4 pontos percentuais por ano, embora 52% das crian\u00e7as vivam em pa\u00edses onde n\u00e3o existem dados suficientes para estimar as tend\u00eancias de aprendizagem.<\/li><li><strong>Infraestrutura escolar:<\/strong> A percentagem de escolas com eletricidade aumentou de 66% para 76% no ensino prim\u00e1rio e de 88% para 90% no ensino secund\u00e1rio superior\".<\/li><\/ul><p>Por detr\u00e1s de cada ponto de dados est\u00e1 uma crian\u00e7a. Sim, devemos estar orgulhosos por estarmos a fazer progressos, mas lembremo-nos tamb\u00e9m que 24% das escolas prim\u00e1rias ainda n\u00e3o t\u00eam eletricidade, que pelo menos 13% das crian\u00e7as em todo o mundo n\u00e3o completam o ensino prim\u00e1rio, o que significa que ter\u00e3o poucas oportunidades de encontrar emprego, habita\u00e7\u00e3o e outras oportunidades de prosperar.\u00a0<\/p><p>O artigo 28.\u00ba da Conven\u00e7\u00e3o recorda-nos que a educa\u00e7\u00e3o \u00e9 um direito fundamental de todas as crian\u00e7as e que, por conseguinte, todas as crian\u00e7as devem usufruir e beneficiar de uma educa\u00e7\u00e3o de qualidade.<\/p><p>(1) UNESCO (2023) Global Education Monitoring
