proporcionam um contexto mais favor\u00e1vel para garantir um elevado n\u00edvel de vida e a igualdade de oportunidades para todas as crian\u00e7as, porque \u00e9 mais f\u00e1cil promover e garantir a acessibilidade aos servi\u00e7os, a inclus\u00e3o social e a participa\u00e7\u00e3o das crian\u00e7as nos assuntos que afectam as suas vidas. Tradicionalmente, as crian\u00e7as que vivem nas cidades t\u00eam acesso a uma melhor educa\u00e7\u00e3o e, mais tarde, a oportunidades de emprego, a servi\u00e7os de sa\u00fade, sociais e outros diversificados e de qualidade, a habita\u00e7\u00e3o adequada e a mais oportunidades. Atrav\u00e9s de um planeamento eficaz e participativo, as zonas e comunidades urbanas podem, de facto, proporcionar espa\u00e7os verdes, seguros e adequados, promover a inclus\u00e3o, o crescimento social e econ\u00f3mico, combater a pobreza e resolver os v\u00e1rios problemas que as crian\u00e7as enfrentam desde que nascem, atrav\u00e9s da proximidade e da qualidade dos servi\u00e7os sociais, de educa\u00e7\u00e3o, de sa\u00fade, de planeamento urbano e outros. No entanto, os aglomerados urbanos, na sua maioria, n\u00e3o t\u00eam sido capazes de aproveitar o lado positivo de uma comunidade maior e, com os grandes movimentos de pessoas das zonas rurais para as zonas urbanas em todo o mundo, temos assistido a um n\u00famero crescente de aglomerados inseguros e inadequados, como os bairros de lata, o aparecimento de cidades onde as crian\u00e7as n\u00e3o se sentem seguras para caminhar ou utilizar os transportes p\u00fablicos para irem sozinhas para a escola, a polui\u00e7\u00e3o atmosf\u00e9rica e at\u00e9 a pobreza extrema. Atualmente, a maioria da popula\u00e7\u00e3o mundial vive em centros urbanos, um ter\u00e7o da qual \u00e9 constitu\u00edda por crian\u00e7as, e estima-se que, em 2050, quase 70 % das crian\u00e7as do mundo viver\u00e3o em centros urbanos, muitas delas em bairros \"da lata\" (1). Discutir os direitos da crian\u00e7a no \u00e2mbito da governa\u00e7\u00e3o n\u00e3o pode, portanto, ser considerado um extra ou uma reflex\u00e3o posterior, deve ser uma prioridade para os governos
