Vous devez commencer par rassembler les informations (ou preuves) n\u00e9cessaires sur la situation des enfants dans votre pays, r\u00e9gion, ville ou communaut\u00e9. Ce processus est g\u00e9n\u00e9ralement appel\u00e9 de <em>diagnostic de base<\/em>qui est une sorte de portrait, par exemple, de la situation des enfants dans votre ville.<em>. <\/em>Il s'agit \u00e9galement des informations sur la base desquelles les progr\u00e8s et les changements seront mesur\u00e9s. Les \u00e9valuations de base sont donc g\u00e9n\u00e9ralement exhaustives et doivent collecter diff\u00e9rents types de donn\u00e9es, telles que des donn\u00e9es quantitatives et qualitatives. Il s'agit d'un exercice tr\u00e8s important qui peut prendre plusieurs mois.<\/p><p>Pour les donn\u00e9es quantitatives, vous pouvez utiliser des statistiques g\u00e9n\u00e9rales sur la population des enfants ou d'autres informations statistiques d\u00e9j\u00e0 disponibles. Il est \u00e9galement possible de compl\u00e9ter cet exercice en collectant d'autres informations que vous jugez importantes, mais qui n'existent pas encore. Deuxi\u00e8mement, il est n\u00e9cessaire de collecter des donn\u00e9es qualitatives par le biais d'\u00e9tudes et de recherches. Les informations issues de recherches, d'\u00e9tudes ou de projets r\u00e9cents peuvent \u00eatre utilis\u00e9es ou de nouvelles \u00e9tudes peuvent \u00eatre encourag\u00e9es pour collecter les informations qualitatives jug\u00e9es importantes. Enfin, des consultations devraient \u00eatre organis\u00e9es avec diff\u00e9rents groupes d'int\u00e9r\u00eat, tels que les enfants et les familles, les d\u00e9cideurs politiques, les repr\u00e9sentants d'organisations de la soci\u00e9t\u00e9 civile, les professionnels et d'autres, le cas \u00e9ch\u00e9ant. Ces groupes sont g\u00e9n\u00e9ralement connus sous le nom de <em>les parties prenantes<\/em>. Il existe diff\u00e9rents instruments pour recueillir des informations sur la situation des enfants, tels que des enqu\u00eates statistiques, des questionnaires qualitatifs, des discussions de groupe, etc. Une approche sp\u00e9cifique a \u00e9galement \u00e9t\u00e9 \u00e9labor\u00e9e pour veiller \u00e0 ce que les droits de l'enfant soient pris en compte dans les processus de planification, tel que <em>Analyse d'impact bas\u00e9e sur les droits de l'enfant.<\/em><\/p><p><em>\u00a0<\/em><em>L'\u00e9valuation de l'impact sur les droits de l'enfant (EIE) examine les impacts potentiels sur les enfants et les jeunes des lois, politiques, d\u00e9cisions budg\u00e9taires, programmes et services en cours d'\u00e9laboration et, si n\u00e9cessaire, propose des moyens d'\u00e9viter ou d'att\u00e9nuer les impacts n\u00e9gatifs. Les r\u00e9sultats de cette analyse doivent \u00eatre partag\u00e9s et discut\u00e9s avec les diff\u00e9rents groupes de parties prenantes. Dans le cas des enfants, il est possible d'utiliser diff\u00e9rents formats qui leur sont accessibles, afin qu'ils puissent r\u00e9ellement comprendre la situation et \u00eatre en mesure d'en discuter. Le r\u00e9sultat de ces discussions devrait \u00eatre l'identification des probl\u00e8mes et des solutions possibles qui peuvent \u00eatre int\u00e9gr\u00e9es dans une strat\u00e9gie, un plan d'action ou un programme national, r\u00e9gional ou local. Les solutions seront pr\u00e9sent\u00e9es sous forme d'actions ou de mesures et, pour chacune d'entre elles, des indicateurs de suivi et d'\u00e9valuation devront \u00eatre identifi\u00e9s. Les indicateurs de suivi vous permettront de comprendre dans quelle mesure les actions sont mises en \u0153uvre au cours d'une p\u00e9riode donn\u00e9e, tandis que les indicateurs d'\u00e9valuation vous permettront de comprendre l'impact global de votre strat\u00e9gie, de votre programme ou de votre plan d'action.<\/p><table><tbody><tr><td width=\"566\"><h3><strong>Qui sont les groupes d'enfants dits vuln\u00e9rables ?\u00a0 <\/strong><\/h3><p>Diff\u00e9rents groupes d'enfants peuvent \u00eatre plus expos\u00e9s aux probl\u00e8mes de sant\u00e9, \u00e0 la violence ou \u00e0 d'autres situations ayant un impact n\u00e9gatif sur leur sant\u00e9, leur bien-\u00eatre et leur d\u00e9veloppement. Il existe diff\u00e9rentes mani\u00e8res d'identifier ces groupes d'enfants, qui sont souvent d\u00e9sign\u00e9s par <em>les groupes vuln\u00e9rables.<\/em> Il est important de comprendre que les enfants sont g\u00e9n\u00e9ralement vuln\u00e9rables en raison de conditions qui leur sont ext\u00e9rieures. Par exemple, un enfant vivant dans une extr\u00eame pauvret\u00e9 peut \u00eatre expos\u00e9 \u00e0 la pollution int\u00e9rieure ou quitter l'\u00e9cole pr\u00e9matur\u00e9ment pour travailler et subvenir aux besoins de sa famille. Un enfant souffrant d'un probl\u00e8me physique ou mental sp\u00e9cifique peut \u00eatre exclu de l'\u00e9cole parce que le syst\u00e8me \u00e9ducatif n'est pas pr\u00e9par\u00e9 \u00e0 l'accueillir. Il est donc important de comprendre quelles conditions entra\u00eenent des risques ou des vuln\u00e9rabilit\u00e9s pour les enfants dans les diff\u00e9rents contextes dans lesquels ils vivent et qui ont un impact sur la r\u00e9alisation de tous leurs droits, afin d'y r\u00e9pondre.<\/p><\/td><\/tr><\/tbody><\/table><p>\u00a0<\/p><p><strong>Mettre en \u0153uvre des actions de changement : <\/strong>Dans la strat\u00e9gie, le programme ou le plan d'action, une ou plusieurs organisations ou services responsables de la direction ou de la mise en \u0153uvre d'actions sp\u00e9cifiques selon un calendrier auront \u00e9t\u00e9 identifi\u00e9s. Chaque organisation chef de file ou partenaire doit mettre en \u0153uvre les actions en cons\u00e9quence et en v\u00e9rifiant les r\u00e9sultats.<\/p><p><strong>Suivi et \u00e9valuation :<\/strong> Comme nous l'avons d\u00e9j\u00e0 mentionn\u00e9, la strat\u00e9gie, le plan d'action ou le programme adopt\u00e9 doit faire l'objet d'un suivi tout au long de sa mise en \u0153uvre et d'une \u00e9valuation finale. L'\u00e9valuation \u00e0 la fin d'un cycle ou d'une p\u00e9riode donn\u00e9e peut \u00e9galement servir de nouvelle analyse de la situation qui servira de base \u00e0 une nouvelle strat\u00e9gie, \u00e0 une deuxi\u00e8me phase d'un programme ou \u00e0 un plan d'action. Si vous avez pr\u00e9par\u00e9 une strat\u00e9gie pour une p\u00e9riode de cinq ans, il sera important de proc\u00e9der \u00e0 des \u00e9valuations \u00e0 mi-parcours ou annuelles pour voir si les actions sont mises en \u0153uvre ou si certaines d'entre elles doivent \u00eatre r\u00e9ajust\u00e9es pour atteindre les objectifs finaux de la
