communaut\u00e9s offrent un contexte plus favorable pour garantir un niveau de vie \u00e9lev\u00e9 et l'\u00e9galit\u00e9 des chances pour tous les enfants, car il est plus facile de promouvoir et de garantir l'accessibilit\u00e9 aux services, l'inclusion sociale et la participation des enfants aux questions qui affectent leur vie. Traditionnellement, les enfants vivant dans les villes ont acc\u00e8s \u00e0 une meilleure \u00e9ducation et, plus tard, \u00e0 des possibilit\u00e9s d'emploi, \u00e0 des services sanitaires, sociaux et autres diversifi\u00e9s et de qualit\u00e9, \u00e0 un logement ad\u00e9quat et \u00e0 davantage d'opportunit\u00e9s. Gr\u00e2ce \u00e0 une planification efficace et participative, les zones et les communaut\u00e9s urbaines peuvent en effet offrir des espaces verts, s\u00fbrs et ad\u00e9quats, promouvoir l'inclusion, la croissance sociale et \u00e9conomique, lutter contre la pauvret\u00e9 et r\u00e9soudre les divers probl\u00e8mes auxquels les enfants sont confront\u00e9s d\u00e8s la naissance, gr\u00e2ce \u00e0 la proximit\u00e9 et \u00e0 la qualit\u00e9 des services sociaux, \u00e9ducatifs, sanitaires, d'urbanisme et autres. Cependant, les \u00e9tablissements urbains, pour la plupart, n'ont pas \u00e9t\u00e9 en mesure de tirer parti de l'aspect positif d'une communaut\u00e9 plus large et, avec les importants mouvements de population des zones rurales vers les zones urbaines dans le monde entier, nous avons constat\u00e9 un nombre croissant d'\u00e9tablissements peu s\u00fbrs et inadapt\u00e9s, tels que les bidonvilles, l'\u00e9mergence de villes o\u00f9 les enfants ne se sentent pas en s\u00e9curit\u00e9 pour marcher ou utiliser les transports publics pour se rendre seuls \u00e0 l'\u00e9cole, la pollution de l'air et m\u00eame l'extr\u00eame pauvret\u00e9. Aujourd'hui, la majorit\u00e9 de la population mondiale vit dans des centres urbains, dont un tiers d'enfants, et l'on estime que d'ici 2050, pr\u00e8s de 70 % des enfants du monde vivront dans des centres urbains, dont beaucoup dans des \"bidonvilles\" (1). Le d\u00e9bat sur les droits de l'enfant dans le contexte de la gouvernance ne peut donc pas \u00eatre consid\u00e9r\u00e9 comme un suppl\u00e9ment ou une r\u00e9flexion apr\u00e8s coup, il doit
